EESS – now mandatory

Mandatory from 29 January 2018, building wiring cables are deemed to be declared electrical articles in NSW. Prysmian cables are fully compliant with the declared article requirements for building wiring in NSW.

Background

On the 10 March 2017 NSW Fair Trading published via the NSW Gazette a change to the declared article list, introducing the new class of Building Wiring Cable. This new declaring definition will become mandatory on 29 January 2018. This new class will ensure that all Building Wiring Cable will demonstrate compliance testing prior to sale. From the 29 January 2018, all Building Wiring Cable will require that the appropriate approval markings are also displayed on those cables called up in this new class.

This introduction is in response to the problems of compliance currently in the market including the current recall of Infinity Cable Co Pty Ltd cables and mirrors the elevation by other regulators across Australia. As referenced below:

7. BUILDING WIRING CABLE

This definition becomes mandatory on 29 January 2018.

A single or multicore electric cable insulated with polymeric materials; that;

(a) Has one to five conductors of stranded or solid cores of copper conductors.
(b) Has an insulated and laid up flat or circular configuration.
(c) Is sheathed or unsheathed.
(d) Has a nominal cross-sectional area of 0.5 mm² to 16 mm² .
(e) Is intended for use in electrical installations at working voltages up to:
     (i) 450/750V; or
     (ii) 0.6/1 (1.2) kV

But does not include;
(f) armoured, metallic screened and metal sheathed cables. Class Specification:

• For working voltages up to 450/750V – AS/NZS 5000.2 : 2006; or
• For working voltages up to 0.6/1 (1.2)kV – AS/NZS 5000.1 : 2005.

Prysmian Compliance

Prysmian Building Wiring Cables as defined in the NSW Fair Trading regulations specifically and AS/NZS 4417.2 national standard in general, are certified by Energy Safe Victoria (ESV). NSW Fair Trading recognizes ESV approval compliant with the Declared Electrical Article requirements for building wiring cables.

Prysmian have registered these cables on ERAC national database as level 3 in-scope equipment which makes them EESS approved for the rest of Australia and NZ.

Marking and Identification

NSW Fair trading recognizes ESV approval marking requirement as “approved mark”. Prysmian building wiring cables are marked with ESV certification number on sheath. The packaging label includes Regulatory Compliance Mark (RCM) in line with the full marking requirements.
